The dialogs have changed and are different than shown here. There is a missing (and important) step. The visibility of your photos is also governed by Application Privacy settings. You need to set the "Photos" application to globally allow people or lists to view you photos at all. Then the settings you make for each album are applicable. (Somehow mine was set by default to "Me Only" the fist time I went to custom settings. There is so much clutter on the internet about this subject (and old information) that it too a lot of effort to find this (although I'm sure it's out there). This information is out-of-date.
