This is also very easy and not much time consuming. Just open your Google Store app on your mobile and try to purchase any premium product. After accepting the terms and conditions, you will get Payment options. Head over to Carrier Billing from that page and enter details before saving any change.

To purchase anything using Carrier Billing method, just select it during payment option selection.

This is really great for users. You do not have to carry your Credit Card all the time. Also, this is safer than all the other payment methods what Google Play accepts.
